NASCAR is changing the way it determines Rookie of the Year eligibility.

The sanctioning body has introduced new limits on how much experience drivers can have before qualifying for Rookie of the Year honors, clarifying the rules as several highly anticipated prospects prepare to move up the national series ladder.

The announcement came during the latest episode of NASCAR’s “Hauler Talk podcast,” where NASCAR Vice President of Racing Communications Mike Forde discussed the eligibility criteria while answering questions about Corey Heim’s expected full-time Cup Series move with 23XI Racing in 2027.

NASCAR now has specific start limits for rookie eligibility

Under the updated policy, drivers hoping to compete for Cup Series Rookie of the Year can have no more than 12 Cup starts before the season in which they officially declare for the award.

The limits differ across NASCAR’s three national series:

  • Cup Series: Maximum of 12 prior starts
  • O’Reilly Series: Maximum of 10 prior starts
  • Craftsman Truck Series: Maximum of 8 prior starts

The new thresholds give NASCAR a clearer standard for determining whether a driver still qualifies as a rookie despite having made occasional starts before becoming a full-time competitor.

Declaring for Rookie of the Year is still required

The new start limits are only part of the process.

Forde also explained that drivers are not automatically entered into the Rookie of the Year competition simply because they begin racing full time in a series.

Instead, teams must formally apply for Rookie of the Year status, and NASCAR will review and approve each request.

The clarification came while discussing Heim’s situation. Although he has made 15 Cup Series starts since 2024, Forde said Heim still has four scheduled Cup starts remaining this season. He also revealed that Heim could have competed for Rookie of the Year in 2026 but never applied, preserving his opportunity to pursue the award during his expected full-time rookie campaign next season.

The rule clarification should eliminate uncertainty for future prospects making gradual transitions into NASCAR’s top three national series, particularly as more organizations continue giving young drivers part-time opportunities before committing to full-time schedules.
