The contracting embargo for both the BBL and WBBL remains in place with just over two months remaining before the WBBL season begins, leaving teams and players unable to finalise their rosters for the upcoming campaign. The freeze on player signings has created significant uncertainty across the domestic T20 competition as negotiations between Cricket Australia and the Australian Cricketers' Association continue without resolution.

Todd Greenberg, Cricket Australia's chief executive, expressed frustration at the ongoing delay during an interview on Thursday, August 14. Speaking from Darwin where Australia was playing the first Test against Bangladesh, Greenberg acknowledged that the situation should have been settled much earlier in the off-season.

"We've got to unlock the contracting system pretty quickly. I think there's some final conversations going on at the moment, but yeah, we should have resolved it by now, so we've got to get moving. We've got a big season to run. We want to be as successful as we can," said Greenberg as quoted by Cricinfo.

Why the contracting embargo remains unresolved?

The contracting embargo stems from a broader dispute over the Memorandum of Understanding, the agreement that governs players' pay and revenue distribution in the Big Bash competitions. The current MOU remains in place until 2028, but Cricket Australia and the ACA have been unable to agree on terms for a renegotiated deal that would take effect sooner. In June, the states requested that Cricket Australia reach an agreement with the ACA as one of four key principles before proceeding with plans to sell BBL teams to private investors.

Two months later, that alignment has not been achieved. Greenberg revealed on August 14 that despite speaking with ACA CEO Paul Marsh on Wednesday, the two organisations remain at an impasse. The dispute has taken on added urgency because leading Australian male BBL players have expressed frustration at earning significantly less than overseas counterparts in recent seasons, with their compensation falling well below market rates offered in competing leagues such as the SA20 and ILT20.

The core disagreement centres on revenue sharing. The ACA has proposed an increase to the players' long-term revenue share beyond the current 27.5%, but Cricket Australia has rejected this proposal. Greenberg explained the fundamental divide between the two bodies' positions on how the Big Bash should be structured financially.

"We're just at a fundamental difference at the moment. Australian cricket are strong believers and supporters of the revenue share model. I think it's been great for cricket. It's great for the players. What we're not supportive of is increasing the amount of percentage [share] that is. And so the ACA have put forward a proposal which increases it, and we've rejected that one. So we've got to find a way to get an outcome that's palatable for the ACA and palatable for us," said Greenberg.

Greenberg, alongside CA chair Mike Baird, will visit Sydney and Brisbane to hold discussions with the New South Wales and Queensland boards over their ongoing concerns regarding the proposed funding model. The plan involves selling initial stakes in BBL clubs that opt to go to market, while Victoria, Western Australia and Tasmania remain eager to move forward with the proposal.

"I'm feeling both comfortable and positive. Yesterday was an important moment for the board to get the latest update. I would suggest that by early to mid-September we will effectively make a final determination on the project. Mike and I have got sessions with the boards of both New South Wales Cricket and Queensland Cricket in the next few weeks, and we want to have those conversations and we want to have them in person before we go back to the board in September to make a final call,” said Greenberg.
